Penny Baker was born on October 5, 1965, in Buffalo, New York, and raised on her family's farm there. She began modeling at age thirteen, winning a Modeling Association of America International competition in New York City. At sixteen, she moved to Chicago, where she was selected from 7,000 applicants to be the January 1984 Playmate of the Month for 'Playboy', also gracing its cover. Baker appeared in several Playboy videos and special editions before moving to Los Angeles for acting roles, including a small part in 'Real Genius' and a more substantial role as Lake in 'The Men's Club'. She was also Suzuki's spokesperson.
