In 1972, during the Munich Olympics, Palestinian terrorist group Black September takes eleven Israeli athletes hostage and murders them. In response, Israeli Prime Minister Golda Meir authorizes a covert operation to hunt down and eliminate those responsible. Avner, a low-level Mossad techie whose father was a war hero, leads a team of five agents assigned to this task.
