In Brooklyn, 1988, two brothers have chosen contrasting paths: Joe is a rising star in New York's Finest, while Bobby manages a club under his mother's maiden name to avoid association with their father Bert, also a cop. When Joe raids Bobby's club to arrest a Russian thug building a heroin trade, the Russian puts out a hit on Joe. Bobby, initially reluctant to assist his brother and father with intelligence gathering, finds himself torn between loyalty to his family and fear for his own safety as things spiral out of control.
