Frank Tagliano, a former New York mobster who testified against his crime syndicate, finds himself relocated to Lillehammer, Norway as part of the witness-protection program. Initially drawn to the town after watching the 1994 Winter Olympics, Frank struggles to adapt to his new life in this quiet, rural community. As an unemployed immigrant with no marketable skills, he faces challenges integrating into Norwegian society. Soon realizing that his old ways are the only means for him to succeed and find acceptance, Frank resorts to his former mob lifestyle, despite the risks it poses.
