In post-World War II China, a group of surviving Japanese officials and followers, known as the 'Nine Chrysanthemum,' swear revenge against the country that defeated them. They seal their fallen comrades' graves, planning to resurrect them as devil masters to carry out their vengeful plot. However, Chinese police Captain Li and Taoist master Mao Yuan Feng uncover the conspiracy and kill some of the conspirators. The remaining members use their blood to revive their brethren from hell, but before they can enact their aggressive imperialistic ambitions, Captain Li and Master Mao Yuan Feng successfully defeat them, ending their revenge plot for good.
